Meet the Mosquito Control Commissioners

Phil Goodman, Commissioner, District 2 and Chairman of the Board
Phil Goodman was first appointed to the Florida Keys Mosquito Control District Board of Commissioners, District 2, in 2011 by then Governor Rick Scott. He was reelected to this position in 2014, 2018 and 2022. He has served as Chairman of the Board since 2016. He also serves as a board member on the Florida Mosquito Control Association. Originally from North Carolina, he lives on Cudjoe Key with his wife Debby and daughter Carey. They have been residents of Florida since 1992 and full-time residents of the Florida Keys since 1999.
Phil is a graduate chemist from North Carolina State University with an MBA from the University of North Carolina. He spent his entire professional career of more than forty years in the international chemical industry. He held various technical and executive positions with world class companies including BASF Corp, and Boehme Filatex Inc. As shareholder at Boehme Filatex, Inc. he served for many years as the corporate president where he traveled to more than one hundred countries. He retired from private sector business in 2008.
Phil is a veteran of the US Army Reserves, Eagle Scout, and a member of Who’s Who in Finance and Business. Since living in the Florida Keys, he served for ten years on the Sanctuary Advisory Council, and for five years on the Monroe County Marine and Port Advisory Board. He served for thirteen years in the US Coast Guard Auxiliary and became the Officer in charge of Marine Safety and Environmental Protection for USCG District 7. He was deployed to the Deepwater Horizon oil spill in the Gulf in 2010 as a pollution investigator. He was a USCG instructor for handling and disposing of hazardous waste (HAZWOPER) and trained more than three thousand Keys residents. He is a past-president of the Key West Military Affairs Committee, a graduate of the Key West Academy, a graduate of Leadership Monroe, class XXI and a Registered Parliamentarian (R) with the National Association of Parliamentarians. He enjoys spending time in the outdoors with his family, traveling, boating and fishing.
